The United States Postal Service raised its first class standard mail services by 3 cents which is the biggest hike for postage rates in more than a decade.   1. Your math needs a lot of help. If you are trying to prove that a book of 40 stamps is cheaper than buying 2 books of 20 you have a problem.Two books of 20 each are $19.60 .How is a book of 40 cheaper at $25.85?
